CTI UNCAT Implementation Tools

The CTI is developing a series of practical ‘Implementation Tools’ as part of its ongoing work to provide support to State implementation of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (UNCAT).

Drawing on the obligations contained in the UNCAT, the Implementation Tools will share good State practices from around the world on different implementation themes. Prepared in a practical format, they are intended to offer support, guidance and ideas for State practitioners and policymakers as they develop or revise context-specific strategies, mechanisms and procedures for the effective implementation of the UNCAT.

The tools will be released as they become available, and will focus on a range of themes including:

  • Developing national anti-torture strategies and action plans
  • Safeguards in the first hours of police custody
  • Complaints and investigations
  • Non-coercive investigative interviewing
  • Procedures and safeguards for the principle of non-refoulement
  • Extradition procedures and safeguards
  • Providing rehabilitation to victims and survivors
  • Reporting and follow-up to the UN Committee against Torture
