CTI supports OHCHR and Anti-Torture Initiative high level event at UNGA72

New York, USA - 22 September 2017

On Friday 22 September, the CTI will be supporting a high level event convened by OHCHR in New York and the Anti-Torture Initiative during the opening week of the UN General Assembly’s 72nd session. The event – “Torture during Interrogations – Illegal, Immoral, and Ineffective” – will take place in the ECOSOC Chamber, UN Headquarters, from 08:00-09:30.

With a high level line-up of speakers, including opening remarks by H.E. Mr. Anders Samuelsen, Minister of Foreign Affairs of Denmark, H.E. Mr. Nasser Bourita, Minister of Foreign Affairs of Morocco, Ms. Lorena Fries, Under-Secretary of Human Rights and Vice-Minister of Justice of Chile, as well as Mr. Zeid Ra’ad Al Hussein, UN High Commissioner for Human Rights, and Professor Juan E. Méndez, former UN Special Rapporteur on Torture (via video message), the objective of the event is to inform and encourage discussion among Member States about the development of standards and guidelines on investigative interviewing by police and other law enforcement agencies and the attendant procedural safeguards, with the aim of assisting States to meet their fundamental legal obligations to prevent torture and ill-treatment.

A technical panel composed of Ms. Nina Holm Andersen, Norwegian Police, lead investigative interviewer in the Anders Behring Breivik case; Mr. Mark Fallon, former NCIS Deputy Assistant Director for Counterterrorism, USA; Dr. Lilian Stein, Pontifícia Universidade Católica do Rio Grande do Sul, Brazil; and Mr. Alexandre Zouev, Assistant Secretary-General for Rule of Law and Security Institutions, UN Department of Peacekeeping Operations will – as practitioners and experts – share their own experiences and views on the application of investigative interviewing.

The event will moderated by Mr. Andrew Gilmour, Assistant Secretary General for Human Rights.
