HRC43 Item 3: The important role of law enforcement in torture prevention

H.E. Hasan Kleib, Ambassador and Permanent Representative of Indonesia to the United Nations in Geneva, addressed the Human Rights Council during its 43rd session this afternoon, speaking on behalf of the core States spearheading the Convention against Torture Initiative (CTI), namely, Chile, Denmark, Fiji, Ghana, Indonesia and Morocco.

During the General Debate on Item 3 on the “Promotion and protection of all human rights, civil, political, economic, social and cultural rights, including the right to development”, Ambassador Kleib congratulated the latest States to ratify the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (UNCAT): Angola, Grenada, Kiribati and Samoa. He additionally congratulated the Maldives for accepting the individual communications procedure in UNCAT and Iceland and South Africa for ratifying the Optional Protocol to the Convention.

Drawing attention to the fact that no State is exempt from risks of torture and ill-treatment, he highlighted the special role that law enforcement officers play “on the frontlines of justice”, in keeping communities safe, preventing crime, and reinforcing governance by the rule of law, not force.  

Mentioning the engagement that CTI has had with the 66 States that have participated in our activities over the course of last year, he emphasized CTI’s support for capacity building and technical assistance.
