Statement by H.E. Frank Tressler, Ambassador and Permanent Representative of Chile to the United Nations in Geneva, on behalf of the Core States of the Convention against Torture Initiative

Thank you, Madam President,

I have the pleasure of speaking on behalf of the Core States of the Convention against Torture Initiative (CTI), namely, Denmark, Fiji, Ghana, Indonesia, Morocco and my own country, Chile.

As an inter-governmental initiative, we aim to achieve universal ratification of the UN Convention against Torture (UNCAT) by 2024. We also support States to implement the Convention through technical advice and capacity building seminars and workshops.

We are pleased to report that in 2020, in spite of the COVID-19 pandemic, two new States acceded to UNCAT, Saints Kitts and Nevis and Oman.
Together with the United Nations Office of Legal Affairs, CTI released advice on ratification or remote accession to UNCAT and we highly encourage those considering becoming party to UNCAT to continue making use of this procedure.

Notwithstanding the challenges that governments and citizens are facing in managing and mitigating the effects of the pandemic, the past year has also highlighted positive national experiences and response efforts. The enforcement of widespread lockdowns, quarantine measures and curfews has drawn attention to the benefits of community-oriented policing, based on positive relationships, empathy and understanding. As prisons and other similar places became hotspots for Covid-19 contagion and spread, many States actively responded by decongesting prisons, organizing remote-virtual visits, and enhancing the use of mobile technology.

CTI will continue supporting States’ efforts to professionalize police and law enforcement services, as we stand ready to assist States wishing to advance on UNCAT ratification and accession.

en nombre del grupo de Estados miembros de la Iniciativa sobre la Convención contra la Tortura

Gracias, Sra Presidente:

Tengo el gusto de hablar en nombre de los Estados miembros de la Iniciativa sobre la Convención contra la Tortura: Dinamarca, Fiji, Ghana, Indonesia, Marruecos y mi país, Chile.

CTI es una iniciativa inter-gubernamental encaminada a lograr la ratificación universal de la Convención contra la Tortura para 2024.

Además, ofrecemos apoyo a los Estados en la aplicación de la Convención mediante asesoramiento técnico, seminarios y talleres de capacitación.

Nos complace informar que en 2020, a pesar de la pandemia COVID-19, dos nuevos Estados adhirieron a la UNCAT, Saints Kitts and Nevis y Omán.

Junto con la Oficina de Asuntos Jurídicos de Naciones Unidas, CTI asesora a Estados sobre la ratificación o adhesión a distancia de UNCAT. Alentamos a los Estados que consideren la posibilidad de ser parte de la Convención a recurrir a este procedimiento.

Asimismo, a pesar de los desafíos por los efectos de la pandemia, destacamos las respuestas en materias policiales que atienden los beneficios de un Sistema de Policía comunitaria basada en relaciones positivas, empatía y comprensión.

Asimismo, muchos Estados respondieron a la situación del COVID en las cárceles descongestionando los centros penitenciarios y mejorando el uso de la tecnología móvil.

La CTI seguirá apoyando los esfuerzos de los Estados por profesionalizar la policía y los servicios encargados de hacer cumplir la ley y estamos dispuestos a ayudar a aquellos que deseen avanzar con la ratificación o adhesión a la Convención.
