The CTI is pleased to announce the release of the second blog of “States parties in focus” series, exploring Chile’s experience of ratification and implementation of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (UNCAT) and its Optional Protocol (OPCAT).

The blog highlights how UNCAT ratification acted as a catalyst, allowing the country to embrace a new culture of respect for human rights and to build strong legal and institutional frameworks to prevent the recurrence of acts of torture and ill-treatment. It also captures some of the many good steps that Chile has taken since ratifying the Convention, from launching its first truth and reconciliation commission to the recent passing of a law establishing its National Preventive Mechanism (NPM).

In the words of H.E. Ambassador Juan Eduardo Eguiguren, Chile’s Permanent Representative to the UN in Geneva, “The Convention truly can help reset national practices and mindsets and lead to a more peaceful and prosperous society”. As a core State of the CTI, Chile offers its support to other States within the region that are considering ratifying the Convention or who would like to learn more about Chile’s experience.
